A pump will normally create a lot of noise before it ceased to work. Also this tank seems to be completely empty (judging by the sound and weight). Use insulated pipe wrap. I had turned off the electric breaker for the pump when I found out the pump was frozen, because I didn't want it to try to come on, and possibly burn You can also use a heat gun. Depending on how solidly it's frozen this may take several minutes. Water is life.
