The example defines the div:hover pseudoclass as having the animation name glow and the animation duration of 1s. One thing to note is that you have vendor prefixes, but you do not have the same code without prefixes. Is it legal to index into a struct? Yes it seems that Safari is buggy with animating the inner elements of that SVG. But your code runs fine on my Linux computer in Chrome, so the issue has to be in the browser support or the vendor prefixes. But you are right, this states it should work. This code works quite nicely for me in all browsers.
